Changes to the site

While reading through some vbulletin literature I found some configuration settings that were changed to ease some of the whin...errr issues users faced. I made those changes so y'all should have some relief.

1. Number of minimum characters in a post was changed from 10 to 1.
2. Frequency of posts/edits/modifications was loosened to allow more posts and edits in a shorter time frame. This is what was affecting posts to be moderated.
